2 options: random meeting and people you already know:

Random
By cliking on the avatar or on the nickname of the person, you will go to their page. On their page, you will see other person, who comment... You can then click on their avatar to see their page. If you like what they do, they you can click, on their main page, on the button "+deviantwatch". This will add them to your friend list, and you will be noticed when they've posted something new

People you already know their nickname
Type [link] where you replace nickname by the nickname of the person. After that, you can also go in the message page (click on the "new messages link" at the top of your main page, and in the deviation watch, you can manage your friend list
